CSA honours Doug Elsey with 2013 Award of Merit

The Canadian Standards Association has presented Doug Elsey with the 2013 Award of Merit in recognition for outstanding leadership and valued technical expertise in the development and promotion of standards for diving safety.
For 35 years, Douglas Elsey has been an active leader on the Occupational Diving Technical Committee, representing the Canadian Association of Diving Contractors (CADC), a primary stakeholder group for the Z275 series of standards. He chaired the 275.2 Dive Operations committee until 2004, ushering in two significant updates to the Z275.2 Diving Safety Code. He now is Vice Chair for the main Technical Committee.
During the 1980s, Mr. Elsey advocated the adoption of CSA diving standards by underwater contractors across Canada. He represented Canadian diving contractors in the effort to gain recognition of CSA standards by the International Marine Contractors Association. As a result of his efforts, CSA diving standards are now recognized in many countries around the world.
Mr. Elsey spearheaded expansion of the diving safety series of standards to include the world’s first comprehensive standard on competency for occupational divers and dive support crews. He was also instrumental in advocating that emergency response divers be involved in CSA standards; today, these divers are required to comply with CSA standards.
A passionate diver since the age of eight, Mr. Elsey is committed to standards as a way of “bringing them home alive at the end of the day.” He has written a number of guidance documents and articles on safety in diving.
Mr. Elsey currently serves as the Executive Director of the CADC. Previous Dive Committee recipients of the award were Mr. Steve Duffy and Mr. Dave Geddes.
